Electromagnetic energy will behave in one or more of three ways when it is incident upon an object or encounters a medium boundary; it will either be absorbed, be reflected, or be transmitted.

The limitation to these three behaviors is crucial in heat island (and other environmental) assays, and in obvious conformity to the First Law of Thermodynamics in that thermal energy-via the sun’s radiance-won’t simply cease to be or act.

The Total Radiation Law is also foundational in identifying and quantifying a variety of heat island causations, pathologies, and sequalae.

This video (4:06) explores the Total Radiation Law.
