Standards Agencies (ANSI, ASTM, ASNT, NFPA, NETA, etc.) and insurance companies presently advocate for thermography, effective training, and relevant certification. Standards Agencies and insurance companies influence law at all levels. For example, 29 CFR 1910.333(a) “drew heavily from the 2000 edition of the National Fire Protection Association (NFPA 70E) and the 2002 edition of the National Electrical Code.”
The EPA has established a Heat Island Reduction Program (HIRP) and expressed that it is useful for communities in the preparation of projects, programs, and policies. While this language is nurturing vice systemizing, the statement is contained in a section titled “What EPA is Doing to Reduce Heat Islands.” An intent is obvious, and it must be considered that EPA is not a hobbyist organization.
